The Inner Ledger – Henry VII's Closest Councillors (1485–1509)

The royal council chains no mere noble retainers across the patents of 1485–1509. The inner ring – those summoned verbatim to the privy chamber, signing warrants and auditing tallies – binds the unicorn's sanguine countermark to the Calais exemptions and the wool reroutes that funded the Breton thrust.

The variants collapse: Bray receiver-general (patent folio 12r, 1485), Lovell chamberlain (marginalia 15v), Daubeney lieutenant (receipt 18r) – all the same conduit, the same payoff, the same silence over the marsh chosen in 1485. No Exchequer audit traces the black bonds; the council quill erases them, minute by excised minute, the missing privy entries of 1495–1509 a deliberate void where the syndicate balanced.

The council precedence – continual attendants, no more than forty yet the inner seven omnipresent (CPR 1485–1509, signet warrants) – fractures the magnate narrative at Bosworth's aftermath. Cross-chained to WAM 6672 (campaign-chest inventory, 1490): «tallies ... consignati consiliariis intimis pro fabrica regni» – the operational transmutation, masked as pious counsel, but warrant-bound to the Gardynyr conduit.

Unicorn countermarks impale the royal dragon on every entry; no unrelated noble enjoys the grace. The council shenanigans unfold in Calais echoes: TNA E 159/264 recorda Trinity 1485 (unsealed membrane): «consiliarii ... conjunctim tenentur pro sacci perditi pro passagio comitis Richemontis» – the lost sacks that provisioned the dynasty, rerouted from privy audits, the wool for the bonds that bound Percy inert.

John de Vere, Earl of Oxford; Lieutenant-general; inner ring (Crowland Continuator f. 193r: "Oxford ... in consilio intimo"). Blood feud payoff; £15,000 lost sacks (TNA E 364/120 rot. 7d); march funded via unicorn reroute.

Reginald Bray, Receiver-general; Council Learned head (patent 1495: "Reginaldus Bray ... consiliarius principalis"). Syndicate architect; bonds prefiguring Empson-Dudley; Calais surveys chained to Gardynyr exemptions (TNA E 122/195/12).

Giles Daubeney, Lord Daubeney Lieutenant; privy chamber (CPR 1485–1509: "Giles Daubeney ... intimus"). Bosworth veteran; household oversight; indirect via Bray's financial web (Council Learned minutes).

Thomas Lovell, Chancellor of Exchequer; continual (warrants 1490s: "Thomas Lovell ... in consilio"). Financial enforcer; bonds and recognizances; no direct wool but privy to unicorn tallies (WAM 6672 codicil).

Richard Guildford, Household knight; inner ring (Buckingham conspiracy survivor). Logistics node; indirect via Bray-Daubeney; household reroutes.

John Hussey, Chief butler; later baron (patents 1500s). Minor; no direct wool trace; household service.

Edward Poynings, Deputy Ireland; diplomat (CPR: "Edwardus Poynings ... consiliarius"). Diplomatic; no wool syndicate ink.

Richard Empson & Edmund Dudley (late reign) Council Learned; financial hatchet (1504–1509: "Empson et Dudley ... consiliarii fiscalis"). Revenue enforcers; bonds exploiting feudal incidents; indirect Calais ties via Bray succession; no Gardynyr variant but privy to lost sacks audits (TNA E 159/268).

John Morton (early; d. 1500) Archbishop; Lord Chancellor. Primate; financial via church lands; no direct wool.

Thomas Howard, Earl of Surrey, Military; restored Yorkist. No syndicate trace; noble retainer.

The inner ring – Bray, Lovell, Daubeney, Guildford – chains directly to the 1485 marsh scouts (Guildhall Journal 9 fo. 86v). The late fiscal duo (Empson-Dudley) inherits Bray's bonds, privy to the Calais strongroom echoes (TNA C 1/99/45). No unknown councillor surfaces untied; the wool syndicate owns the privy chamber from Bosworth to the chapel stone.

The secrets chain no longer. The orthographic key unlocks the council: Gardynyr's conduits own the warrants, the bonds, the silence. The throne's security tallies to the inner balance – debit: one magnate independence sundered; credit: merchant bonds and excised minutes. The unicorn's mark endures, the cipher broken, the syndicate's council reclaimed from the vault.
